To start an Evony Alliance, your embassy needs to be level 2.

It is best to start one when a server first starts because more people looking for one.

It is also best to have your alliance member near you (safety in numbers!)

If you really want to start your own alliance on a server that's been around a while, I recomended that you try to create a sister alliance for an already large alliance, send their leader and ask for permission to start it up, because then you'll have the backup of a larger alliance while creating yours.
