Unable to use Archimedes note

I havent been able use use one A.N. yet and have accumulated 5 so far. When I click on my wall that is currently being built to level ten and click on speed up the A.N. doesnt show on the list. When I click on my items then click on A.N. detail it only tells me what it does and doesnt have a button "USE". How do I apply the Archimedes Note to speed up building my walls, town hall, and other buildings?

It helps if I read the entire note huh. "Fortified units" meaning everything fortified within the my walls such as the logs and towers
